The housing management industry in Hong Kong has over 240,000 labour force, including property management, security services and cleansing services. According to the Occupational Safety and Health Survey of Property Management Service conducted by the Occupational Safety and Health Council, more than a quarter (27.4%) of practitioners in housing management industry had smoking habits. About 15% of respondents smoked at workplace indicating that non-smokers (including employees, residents, tenants and the public) may be exposed to secondhand smoke and third-hand smoke.
 
To safeguard the health of housing management practitioners and the general public, Hong Kong Council on Smoking and Health (COSH) organizes the “Smoke-free Housing Management Programme” together with Hong Kong Housing Authority, Hong Kong Housing Society and Property Management Services Authority, as well as the full support of various industry associations. The Programme aims to encourage the industry practitioners to live smoke-free and strengthen the role of housing industry in advocating a smoke-free culture, in order to enhance the occupational safety, health, and professional image of the industry. The Programme will also remind the general public to strictly comply with the Smoking (Public Health) Ordinance, the venue manager to assist the law enforcement and spread smoke-free messages among employees and stakeholders, including residents, owners, tenants and members of public.
 
A recognition scheme is introduced to commemorate the housing management companies for their efforts in promoting smoke-free messages and encouraging smoking cessation. Housing management companies and practitioners are welcomed to join for creating a healthy living and working environment in joint hands.
 
Besides, COSH has organized the “Smoke-free Home Design Competition” for families to join with children. Through colouring and designing a “Dream Smoke-free Home”, the children are encouraged to promote smoke-free messages among families and neighborhoods, so as to stay away from hazards of secondhand and third-hand smoke.
