International tobacco control experience and related studies have shown that printing large and eye-catching graphic warning labels on cigarette packaging reduces the allure of cigarettes among those not addicted to nicotine, in effect curbing cigarette consumption. The barely noticeable "Smoking is harmful to your health" on domestic cigarette packs does not serve the intended purpose of alerting the user. The crux of, and the solution to, adopting graphic warning labels both lie in the law. Only by filling in the legal blanks and proceeding in strict accordance with the law can we go forward with anti-smoking education and tobacco control.
