The Government briefed the legislative proposals to strengthen tobacco control in May 2015, including enlarging the size of pictorial health warnings to at least 85% of the cigarette packets. The meeting of the Panel on Health Services of the Legislative Council discussed the proposal again today (20 March). Mr Antonio KWONG, Hong Kong Council on Smoking and Health (“COSH”) Chairman expressed, “We urge the Government to put forward the proposal into legislative procedures immediately to safeguard public health.”

Six meetings have been conducted by the Panel on Health Services of the Legislative Council in regard to the enlargement of pictorial health warnings, including two special meetings held on 6 July 2015 and 17 January 2017 for collecting public views. Majority of the submissions supported the proposal, including healthcare professionals, academia, health promotion organizations, youth service groups, schools and students, community service groups, women associations, education organizations, patient groups, commercial sector and overseas scholars, etc. We urge the Government to take account of public opinions and implement the proposed measure as soon as possible to reduce the attractiveness of tobacco and motivate more smokers to quit.
