The Chinese Association on Tobacco Control (CATC the former name is the Chinese Association on Smoking and Health), was established in February 1990. The Association is composed, on a voluntary basis of the persons from various professions and services who are willing to work on tobacco control activities£®It is a national academic and civil society engaged organization in tobacco control, it is a non¡ªprofit social organization guided, supervised and administrated by the Ministry of Health and Ministry of Civil Affairs in carrying out its professional activities£®Wu Jieping£¬former Vice Chairman of the Standing Committee of the National People¡¯s Congress£¬is the first president and Cao Ronggui£¬former Vice Minister of the Ministry of Health£¬is the second and third president£®On 21 June£®2004£¬approved by the Ministry of Civil Affairs£¬the name of Chinese Association on Smoking and Health was changed to Chinese Association on Tobacco Contr01£®The Office of General Affairs£¬Dept£®of Organization and Promotion£¬Dept£®of Liaison etc£®are the administrative bodies of CATC£®Under CATC£¬there are Professional Committee on Health Products for Tobacco Control£¬Professional Committee on Tobacco Control towards Adolescents£¬Professional Committee on Tobacco Control in Hospitals£¬Professional Committee on Tobacco Control in Media and Performing Arts£¬Academic Committee of Experts in Tobacco Contr01£®Much achievement has been made since it was established in terms of net work building£¬scientific research£¬tobacco control activities and international exchanges£®Tobacco control clauses have been included in laws and regulations such as the ¡°Tobacco Monopoly Act¡±£¬the ¡°Act on the Protection of Minors¡±£®The ¡°Advertising Act¡± and the ¡°Act on the Prevention of Minors from Committing Crime¡±£®And the ¡°Regulations on Banning Smoking in Public Places¡± have been worked out in more than 100 cities in China£¬tobacco control activities have initially become part of the legal system£®Entrusted by the Ministry of Health and State Administration for Industry and Commerce£¬CATC carries out concrete activities for creating national tobacco advertising¡ªfree cities£¬a number of cities have already applied for the confirmation of the national tobacco advertising¡ªfree city£®Enthusiastic efforts to control smoking have been made by governments at various levels and anti¡ªsmoking activities from all walks of life£®Tobacco control promotion and health education have been carried out and public awareness of smoking hazards has been raised in general and particularly among young population£®Around the ¡°World No¡ªTobacco Day¡± each year£¬activities in various forms for the general public are organized locally£®The campaign to become ¡°Smoking¡ªfree Schools¡±, ¡±Smoking¡ªfree Hospitals¡±. ¡±Smoking¡ªfree Institutions¡± and ¡°Smoking¡ªfree Families¡± is well received by the masses£®Since the establishment of CATC£¬13 National Symposia on Smoking or Health have been organized£®Every two years£¬CATC cites institutions and persons who made outstanding contribution in tobacco control activities in China£®The 10th World Conference on Tobacco or Health was successfully held in China in 1997£®More than 1,800 participants from 1 14 countries and regions attended the meeting£®China¡¯s formal president Jiang Zemin was present at the opening ceremony and made an important speech£¬which is a good indication that the Chinese Government attaches great importance to tobacco control£®From 1989 to the present£¬the WHO has presented its Tobacco or Health Awards to 15 leaders or experts in China including Wu Jieping£¬He Luli£¬Chen Minzhang and Weng Xinzhi and 8 institutions including China Civil Aviation Corporation£¬China Central Television and CATC£®0n 10th November, 2003, the representative of the Chinese Government formally signed the ¡¶WHO Framework Convention on Tobacco Control¡·in UN Headquarters, again it indicates that the Chinese Government will take more active action in the field of tobacco contr01£®Based on the actual situation in China£¬CATC will unite all institutions and persons who are willing to make contribution to tobacco control activities£¬coordinate the efforts from various fields concerned in implementing tobacco control methods£¬make efforts to reduce tobacco hazard.
